About the Assignment

The goal of this assignment is to strengthen the authority's ability to lead and develop digital services by adding an experienced Product Owner (PO) to the authority's agile development team. The consultant will initially serve as PO for one of our established teams, with a planned expansion to include product ownership responsibility for two teams within a reasonable timeframe.

The consultant's role aims to:

• Drive and prioritize the teams' product backlogs in close dialogue with the business operations.
• Ensure that the teams deliver the right functionality at the right time, focusing on user value and the authority's goals.
• Coordinate and lead customer requirements, including structuring incoming requirements and priorities from the business operations.
• Act as a bridge between IT and business operations, contributing to a holistic view of development initiatives.
• Participate in and drive investigations within the development area, such as needs analysis, process mapping, and requirements capture.
• Conduct change and improvement work related to working methods at the interface between IT and business operations.
• Support the introduction of common principles, models, and routines for how digital development should be governed and prioritized.

Competence Requirements

We require that you meet all the following mandatory requirements, and that this is clearly stated in your CV:

• At least 3 years of documented experience (calculated from the last bid date) as a Product Owner (PO) and/or Scrum Master in agile development teams since 2018.
• Experience working at the interface between IT and business operations.
• Ability to lead planning and drive prioritization decisions in complex development initiatives.
• Experience leading or conducting investigations related to business or digital development.
• ISO 9001 and ISO 14001 Certification.

Value-Added Requirements:

• Experience working with management models such as PM3 or similar.
• Experience as a PO in the public sector.
• Experience being a PO and/or Scrum Master for multiple teams simultaneously.
• Experience working in agile frameworks such as SAFe.
• Experience creating governance or process documents.
• Experience with the Azure DevOps tool.
• Experience coaching internal POs or development teams.
• Experience in change management and developing working methods between IT and business operations.

Assignment Information

Assignment Period: May 1, 2026 - April 30, 2028

Extension Option: 2 years

Scope: 100%

Location: Örebro

Presence: Physical presence at the office at least 4 days per week
